Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

It's a not uncommon [but perhaps dated] phrase in English that emphasizes enthusiasm for the preceding statement/action. More info at the link:

It's not a mistake. We talk that way in Ohio. Kind of like when they used the word swag but a lot of people didn't know what it ment.

This is also used a lot in Dutch, 'en hoe!', so I've always used this naturally with English. I also think it's used in German and probably some other languages, meaning 'and it's really something!' or 'and in the manner he did it, wow!' etc.
